KMC, to bring in water meters

Center wanted Calcutta Municipal Corporation (KMC) to buy new  water meters. So the civic body has bought water meter for Rs 8 crore to make the organization financially stable. This is the first important step taken by the Department of Urban Development, KMC had worked hard and subtracted 28 crores of infrastructure projects, including the implementation of two major bodies of water under JNNURM to make this financial reform.

The Asian Development Bank has asked KMC to increase revenue generation by controlling the installation of water meters in households.

The first stage of the introduction of the water is applied to the metering of water at different points in the network of production and distribution. Officials in the KMC water supply department said that most of the meters so far have in installed in Palta, Tallah, Garden Reach and pipes were installed in the main distribution.

The next step is to install meters in homes. On the basis of the consumption of drinking water, the water tariff will be charged. Sources in the department of water supply in KMC admitted that the civic body was yet to prepare for the installation of water meters in the hundreds of thousands of families.

Tivoli Court Ballygunge Circular Road  and the City High on Anwar Shah Road are some of houses where the owners pay taxes for water for several years. Residential buildings are increasingly requesting a water meter. “Requests come from all over the city, especially in New Alipore, Gariahat and Ballygunge,” said a senior official of the KMC said.

Approximately 180 flat in City High-Pay R5.5 lakh water tax  per year to KMC. This translates into about 3,000 rupees per property per year, or 250 rupees per month. Bill is published every three months.

The process is that inspectors of KMC take the water meter readings, and divide the total amount of flat owners. KMC’s cost is Rs 7 per thousand liters of water for domestic and Rs 12 per thousand gallons for commercial and industrial applications.

Tivoli Court, which has some 130 homeowners, pays Rs 2.5 lakh as tax for the KMC  each year. The water meter has been installed on the Tivoli Court, when the owner demanded drinking water from civic body.

“We had to pay the water tax for four years. Other skyscrapers must be charged to the water, “said one resident.

Sources indicate that 93% of owners who live in a residential area pay their bills regularly. It was not like before, three years ago.

“We just installed 125 meters of water in industrial, institutional and commercial in 2008. Well, we have 245 compounds, such as connection recorded for commercial and residential properties. Our income generation has increased significantly, “said the official. Certain known compounds include Writers’ Buildings, Doordarshan Centre and State hospitals.

    The KMC has placed orders to buy 150 water meters to assess the usage of water and raise revenue in the process. To begin with, the meters will be installed in housing complexes – government and private. A senior KMC official said a large number of housing apartments have applied for the installation of meters to ensure supply from the Palta waterworks. The KMC has installed such meters at Palta and Garden Reach treatment plant to take stock of the water-supply mechanism.
